When can I exchange a tile in my hand for an exposed joker?

Exchanging one of your tiles for a joker in an exposure (either yours or someone else's) can only be done during your turn. The sequence of events is as follows: pick a tile to start your turn (either from the wall, or the last discarded tile, then exchange your tile for a joker (you can exchange more than one), then discard to end your turn.
