A player has picked a tile but has not yet racked it. Can I call the previous discard?

Yes, the previously discarded tile is available until the player has done one of the following:

• Fully racked their picked tile
• Discarded their picked tile (if they decide not to rack it)
• Announces that they wish to do a joker exchange
