Can a player stop the Charleston after the first left, even if they have 3 tiles to pass?

Yes, a player can choose to stop passing after the first Charleston (the three compulsory passes - right, across and left) and is not required to give a reason. The second Charleston is optional. However, from a strategic point of view, if a player has 3 tiles to pass it is generally a good idea to continue the passing.
