I was not able to pass as many tiles as expected in the courtesy pass
For the courtesy pass, players across from each other indicate how many tiles they want to pass and the lowest number is selected. For example, if the player across from you chose 2 tiles and you chose 3, so 2 is the number of tiles you'll be exchanging.
