For the 5th consecutive run hand of the NMJL 2021 card, can I only use 1s, 2s and 3s?
No, the run can be any 3 consecutive numbers, not just 1s, 2s and 3s. In general, consecutive runs can start with any number, unless otherwise indicated.
In this case, they just did not have the physical space on the card to write "any 3 consecutive numbers".
